Preheat the oven to 350F and spray a 6 hole donut pan with nonstick cooking spray.
In a bowl mix the all purpose flour, cake mix, brown sugar, and baking powder. Add in the egg whites, vanilla, and milk, and mix well.
Use half of the batter and divide over the 6 hole donut pan. In a small zip lock bag, mix the 1 teaspoon sugar and 1 teaspoon cinnamon. Cut off the corner tip of the bag and swirl the sugar mix over the 6 donuts. Top with remaining batter.
Bake the donuts in the oven for 14 minutes.
Melt the margarine and with a pastry brush, brush the melted margarine onto the donuts. Place the 1 tablespoon sugar and 1 teaspoon cinnamon mix on a flat plate and dip the butter side of the donuts in the mix.
